Šansu do lakšeg zapošljavanja u
zemljama EU mladi ljudi u Unsko-sanskom kantonu traže i kroz Centar za stručno osposobljavanje
i edukaciju koji djeluje pri Zavodu za zapošljavanje USK-a. Kroz ovaj Centar
vrše se obuke nezaposlenih lica u zanatska zanimanja poput keramičara,
zavarivača, dimnjačara ili građevinskog radnika.
Upravo su to zanimanja koja pored medicinskog kadra nedostaju Njemačkoj, Sloveniji, Austriji pa čak i Rusiji. Šansu da konačno dobiju adekvatno plaćeno radno mjesto vide i polaznici Centra.
Za jednog od polaznika koji je želio ostati anoniman, ovo
je jedinstvena prilika da spakuje kofere i napusti BiH. Za promjenu zanimanja u keramičara odlučio se,
jer kao svršeni srednjoskolac Srednje elektrotehničke škole u Bihaću, posao u struci nije mogao pronaći. Za portal
Novog radija ističe da mu je ovo prilika da konačno riješi svoje
egzistencijalno pitanje.
„Uskoro planiram odlazak u inostranstvo, jer već imam poslodavca. Želim da zarađujem za život, da se borim i da ostvarim nešto, a to u ovoj Bosni nije trenutno moguće“, ističe naš sagovornik.
Sa njim se slaže i dvadesetpetogodišnji Adis Brkić iz
Gornjih Srbljana koji će se u narednih 20 dana educirati za zanimanje varioc. I
Bajrića nakon položenog ispita već čeka
radno mjesto u Rusiji.
„Idem tamo za boljim životom. Nakon završetka obuke,
dobit ću prvo vizu na godinu dana, a poslije ćemo vidjeti. Da je ovdje išta bolje,
ne bih otišao. Međutim, tako me je muka natjerala“, kaže Bajrić.
Njihovo mišljenje ne dijele svi polaznici Centra. Sindibad Bajraktarević iz Velike Kladuše ne želi napustiti BiH nego sa svojom porodicom nastaviti živjeti u zemlji u kojoj je rođen. Posao varioca već je pronašao u Bihaću. Nije u potpunosti zadovoljan uvjetima koje nudi poslodavac, ali svejedno, ne želi napustiti BiH.
Činjenice da mladi, ali i starije osobe sa područja USK
mijenjaju svoje zanimanje kako bi uglavnom otišli raditi u treće zemlje,
svjesni su i u Centru za stručno osposobljavanje i edukaciju.
Prema riječima Jasmina Prošića, zamjenika direktora
Zavoda za zapošljavanje USK-a u ovom slučaju govori se o legalnim migracijma,
odnosno zapošljavanju preko Agencije za rad i zapošljavanje BiH.
„ Protekle godine sa područja BiH u Sloveniju je otišlo 14.581 osoba, a 683 osobe zaposlilo se putem legalnih
migracija prema podacima Agencije za rad i zapošljavanje BiH u SR Njemačkoj. Uglavnom
se radi o medicinskom kadru, jer BiH
imao potpisan samo taj Sporazum . To znači da se sa evidencije nezaposlenih
osoba putem legalnih migracija za zapošljavanje u inostranstvu, za spajanje porodica, školovanje ili neki
drugi način odjavilo 2.262 osobe“, kazao je Prošić.
Od 01. marta u Njemačkoj stupa na snagu novi Zakon o doseljavanju stručne radne snage. Uvjeti za zapošljavanje trebali biti mnogo lakši nego prethodnih godina. Da li će se broj od 34.000 nekvalificiranih, kvalificiranih ili diplomiranih nezaposlenih osoba sa područja USK smanjiti primjenom novog Zakona u Njemačkoj ostaje da se vidi u narednim mjesecima. Do tada, svi koji žele napustiti BiH i posao u struci raditi u Njemačkoj, vrijeme moraju posvetiti i učenju njemačkog jezika, jer je novi uvjet poznavanje jezika na nivou A2 ili B1.

Young people in the Una-Sana Canton are also seeking
the opportunity for easier employment in EU countries through the Center for
Vocational Training and Education, which operates at the USC Employment
Service. This center provides training for the unemployed in crafts such as
ceramics, welders, smokers or construction workers.
These are precisely the professions that, in
addition to medical staff, are lacking in Germany, Slovenia, Austria and even
Russia. The Center`s attendees also see a chance of finally getting an adequately
paid job.
For one attendee who wanted to remain anonymous,
this was a unique opportunity to pack up suitcases and leave B&H. He
decided to change his profession in ceramics, because as a graduated high
school student at the Secondary Electrical Engineering School in Bihac, he
could not find a job in the profession. He points out to Novi Radio`s portal
that this is his chance to finally resolve his existential question.
"I plan to go abroad soon, because I already
have an employer. I want to earn a living, fight and accomplish something,
which is not currently possible in this Bosnia“, our interlocutor points out.
Twenty-five-year-old Adis Brkic from the Gornjih
Srbljana agrees with him, who will be
educated for the welding profession over the next 20 days. After passing the
exam, Bajric is already waiting for a job in Russia.
"I`m going there for a better life. After
completing the training, I will first get a visa for a year and then we will
see later. If anything was better here, I wouldn`t have left. However, I`ve had
enough ”says Bajric.
Not all participants of the Center share their
opinion. Sindibad Bajraktarevic from Velika Kladusa does not want to leave
B&H but to continue living with his family in the country where he was
born. He has already found a welding job in Bihac. He is not fully satisfied
with the conditions offered by the employer, but still does not want to leave
B&H.
The fact that young people, as well as the elderly
in the USC area, change their profession to mainly go to work in third
countries, is also aware at the Center for Vocational Training and Education.
According to Jasmin Prosic, the Deputy Director of
the USC Employment Bureau, in this case, we are talking about legal migration.
Employment through the B&H Agency for Labor and Employment.
"Last year, 14,581 people left for Slovenia and 683 people went
through legal migration, according to the B&H Labor and Employment Agency
in FR Germany. It is mostly about medical personnel, since B&H had only
that Agreement signed. This means that 2,262 people have been deregistered from
the register of unemployed persons through legal migration for employment
abroad, family reunification, education or otherwise“, said Prosic.
The new Immigration Workforce Immigration Act comes into force in Germany
on March 1st. Conditions of employment should be much easier than in previous
years. Whether the number of 34,000 unskilled, qualified or graduated unemployed
from the USC will be reduced by the implementation of the new law in Germany remains
to be seen in the coming months. Until then, everyone who wants to leave B&H
and work in the profession to work in Germany must devote their time to
learning German as well, because the new requirement is knowledge of languages
at A2 or B1 level.
